
Functions of Labour & Welfare Wing
1. Authentication and verification of employment contracts/agreements for recruitment of Indian workers.
2. Attestation of documents pertaining to recruitment of workers from India, including female household service workers. Attending to visitors/telephonic enquiries on recruitment of Indian workers.
3. Scrutinising visa applications of persons going to India for recruitment purpose.
4. Attending to complaints received from Indian workers against their sponsors relating to non-payment of salary/dues/service benefits, harassment at work place, lack of food and accommodation facilities, etc. Taking up the matter with the local sponsor for amicable settlement of the problem. If not resolved, providing guidance and assistance to them about the course of action to be taken for resolving the issues.
5. Attending to visitors/answering queries over phone about labour and welfare matters.
6. Providing assistance to workers in claiming their legal dues on finishing of their service.
7. Providing assistance to housemaids who approach the Consulate for help complaining about harassment, non-payment of salary, abuse by the employer, etc. Contacting the sponsor/employer to resolve the matter. Arranging repatriation of housemaids to India, when they do not want to continue with the local employer.
8. Coordination/liaison with local jail/police authorities, Labour/ Immigration Department, hospitals/sponsors/employers on matters relating to labour and welfare of Indian nationals in order to solve the problems faced by them.
9. Visit prisons in Dubai and the Northern Emirates to ascertain the welfare of Indian inmates and to take up their problems, if any, with the concerned authorities. Forwarding mercy petitions from the prisoners or their relatives to the concerned rulers in deserving cases.
10. Visit major hospitals in Dubai and the Northern Emirates and provide necessary assistance to needy Indian nationals undergoing treatment there and repatriation of destitute patients to India through ICWC.
11. Coordinate free legal counselling to the needy once every week in the Consulate.
12. Manage the Crisis Prevention Programme through ICWC under which free and confidential psychological counselling is provided to the needy at the Consulate. (Telephone number for fixing up the appointment 050-9433111).
13. Approaching the sponsor in death cases requesting for early settlement of salary dues/service benefits, insurance claim, etc. of the deceased Indian national. If the settlement amount is sent to the Consulate by the employer, the equivalent amount in Indian Rupees is sent to the legal heirs of the deceased in India through the concerned district authorities.
14. Assistance to family members of Indian nationals in claiming death compensation due to accidental or other unnatural deaths.
15. Attending various Shariah Courts in Dubai and the Northern Emirates for claiming death compensation of deceased Indian nationals whose legal heirs authorise the Consulate to receive the amount.
16. Realisation of death compensation claims from the courts and repatriation of the same to India for disbursement to the legal heirs of deceased Indian nationals through concerned district authorities.
17. Assistance for free transportation to India of mortal remains of destitute/stranded/ illegal Indian nationals who die in Dubai and the Northern Emirates and arranging one-way ticket for the escorts.
