The Consulate General of India, Dubai is making arrangements for issuing travel documents to those Indians who would like to avail themselves of the facilities now granted by the Government of UAE under the General Amnesty Scheme. The following Collection Centres in Dubai and Northern Emirates will collect applications from Indian nationals for issuance of Emergency Certificates with effect from Monday, the 11th June 2007. Consulate will operate a dedicated phone line for answering queries related to requirements for obtaining Emergency Certificates. The phone will start operating from 11th June 2007 from 9.00 am to 5.00 pm from Sundays through Thursdays. The phone number is 050-4293269.
Documents to be enclosed with applications for Emergency Certificates
- Those who have copy of passport should submit copy of the passport and visa along with the application.
- Those who do not have passport copy but have passport particulars may submit passport number, date of issue and place of issue along with the application and copy of visa.
- Those without copy of passport or passport particulars:
The applicant should furnish one or more of the following documents (in original) in support of his/her identity:-
- Indian driving licence with photograph.
- Election Commission ID card.
- Ration card with photograph.
- Labour card/work permit/health card with photograph issued by UAE authority.
- Certificate of identity with photograph issued by Collector/Superintendent of Police of the district from where the applicant hails.
FREQUENTLY ASKED QUESTIONS (FAQs)
Who can make use of the Amnesty Scheme announced by the UAE Government?
People who are staying illegally in UAE without proper visa and travel documents should avail themselves of this opportunity and get their resident status legalised or leave the country without penalty within the three months period, i.e. before 30th September 2007.
Why should people staying in UAE illegally avail themselves of this opportunity?
The Government of UAE has announced that it will not permit any expatriate to work illegally in UAE beyond the amnesty period. After the expiry of Amnesty period, 2000 labour inspectors would be on duty to check various labour camps and work sites. Any expatriate staying illegally after the amnesty period would be apprehended and jailed immediately.
What should people staying illegally and possessing their valid passports do?
People staying illegally and possessing valid passports should approach the respective emigration offices from where their visas are stamped, with their original passport and ticket. The exit permit would be given by these emigration offices.
Who should apply for Emergency Certificate?
Indians who are not in possession of their valid passports can apply for Emergency Certificate (popularly known as Outpass).
What are the documents required to apply for Emergency Certificate?
An Indian who possesses copy of the passport should submit a copy of the passport and visa along with an application in the prescribed form. Application forms are available free of cost at all collection centres (see details below).
What should be done if there is no Passport copy?
An Indian who does not have passport copy can apply with a copy of the visa and passport particulars like passport number, date of issue and place of issue of passport along with the EC application.
What should be done if no passport copy or even passport particulars are available?
